[virt-tools-list] ncftool fails to run on guest

I wanted to experiment with netcf on a f12-beta guest, but ncftool refuses to start:

[root at f12-beta ~]# ncftool
Failed to initialize netcf
error: File operation failed
error: can not open /proc/sys/net/bridge/bridge-nf-call-iptables: No such file or directory

I realize the tool was designed for libvirt/ovirt use on a host, but shouldn't it be usable within a KVM guest? 

Guest is fully patched. Host is f11. Both are 64bit.
