On Fedora 14, guests are saved and restored across reboots.  This is
done by the /etc/init.d/libvirt-guests, so if you grab the libvirt RPM
for F14 you can take a look at this script.

To be honest I find it a pain because it makes host reboots take
forever, and I have changed the /etc/sysconfig/libvirt-guests default
to shut them down and *not* restart them on the other side :-)
