Actually, gitlog-to-changelog comes from gnulib, not libvirt.  Is 
libosinfo already using gnulib?  If so, add the gitlog-to-changelog 
module.  If not, I'd be happy to help you convert libosinfo into a 
full-fledged gnulib client.
