However the biggest issue is creating the files in (in chrome's case) in user's Downloads directory. So this patch would actually help a lot in keeping that clean
There is no possible way how to remove a file from within the browser/portal and only a standalone invoked application can do that. For that purpose remote-viewer is an ideal solution
Unfortunately browser do not have a way how to just "open" a file, it always needs to create a temp file on the user's side. And in case of Chrome they don't even make it temporary.
