Recent fedora versions should have everything which is needed already
compiled as mingw-*, eg mingw{32,64}-pixman
I've pushed a spice-gtk scratch-build which should have usb redirection
support at https://koji.fedoraproject.org/koji/taskinfo?taskID=9826824
