Can you please check if there is /proc/uptime file and what its content
is? Also, are you using glibc or some other libc (like musl for instance)?

Even more, if you are in a debug mood, you can try to apply this patch:

set a breakpoint on virHostGetBootTimeOnceInit() and
virHostGetBootTimeProcfs() and see what is going on.
