If ovirt can do it safely than I imagine it's safe to do with
virt-manager running too. But virt-manager doesn't have any explicit
support for it and personally I don't know the steps involved.

The docs here mention virDomainBlockResize aka virsh blockresize, so
looking into that is a starting point
