[virt-tools-list] virt-install and cloud-init, feedback wanted

Thanks for the feedback Dusty! I think Dan's response covered the tricky
bit, I'll cover some response about ssh keys elsewhere in the thread.

I don't know much about ignition, but seems worth investigating.
Probably not part of this round of work though. But if you can file an
upstream virt-manager bug with pointers to ignition-using disk images,
and example user-data equivalent, etc, that will be useful to track IMO
