Does Xen dom0 count as a VM?

That is correct. Domain 0 in a Xen-like hypervisor is special, it
is the equivalent of the Lnux host OS in KVM world and clearly
should not be considered a VM.

There is a code comment in one probing scenario that it cannot
distinguish domu/dom0.
