This is a virtinst bug, now fixed upstream:

There is also a qemu issue that affects windows installs, but not sure
if it's relevant for debian versions:

For certain installs, we need to force a reboot into the second stage
(windows). However, this logic was a bit confusing, and has been
adjusted upstream:
